Relevance, distance, prominence
Google's three map ranking factors are relevance (does your profile match the search), distance (how close are you to the searcher), and prominence (how well-known and trusted are you). You can directly influence two of the three.
Relevance: categories, services, content
Primary category, secondary categories, service list, GBP description, and the content on your website all tell Google what you do. Be specific. 'PDR' alone isn't enough — the words customers search for need to appear.
Prominence: reviews, citations, links
Review count and velocity, citations across local directories, and links from other local sites all build prominence. Consistent NAP (name, address, phone) across the web is table stakes.
Don't forget the website
Map rankings and organic rankings reinforce each other. A strong website with solid local SEO is one of the biggest map pack inputs Google uses.
